EFSA is looking for scientists who wish to use their skills in an information-rich environment or data scientists who are familiar with working in the scientific data ecosystem and can tailor IT solutions to support the scientific risk assessment process from data acquisition to data analysis and data publication.

In addition you will support the implementation of the requirements of the new Regulation on transparency and sustainability of the EU risk assessment in the food chain  to ensure more transparency in EFSA’s scientific assessments for example through the maintenance of a register of studies database as well as proactive publication of evidence used in EFSA’s assessments.

Your key responsibilities
  • Work closely with Member State data providers, statisticians, working group experts and researchers to collect/collate data from a wide range of sources that is fit-for-purpose for risk assessments;
  • Improve methods and tools for data reporting, integration and analysis for scientific assessments;
  • Support the development of a standardised framework for data collection, management and analysis (processes and procedures);
  • Support the development and management of suitable technical environments for hosting the data management and analysis framework, liaising with IT service providers;
  • Prepare data visualisations and ad hoc analyses to provide insight into aspects of food and feed safety for risk managers, scientists and/or consumers;
  • Define and manage grant and procurement contracts relating to evidence management;.
  • Create automated anomaly detection systems and provide for constant tracking of its performance;
  • Select features, build and optimize classifiers using machine learning techniques and building statistical and mathematical models;
  • Ensure activities of processing, cleansing and verifying the integrity of data used for analysis;
  • Perform data and text mining using state-of-the-art methods;

Life in Parma
Parma is a lively city of around 200.000 inhabitants located in the Italian region of Emilia-Romagna and ranked as one of the most liveable cities in Italy. Its centre is rich in art, with architecture from different periods and plenty of parks. Parma is famous for its food, surrounding picturesque countryside and medieval castles. It is strategically located between major cities like Milano and Bologna and within reachable distance from ski resorts, seaside and mountains.
Salary and benefits
EFSA can offer the selected candidate a contract of 5 years with the possibility of renewal. 
The successful candidate will be recruited as Contract Agent Function Group IV with the basic salary starting from € 3.531 monthly, subject to an annual review of remuneration provided for in Article 65(1) of the Staff Regulations.
In addition to the basic salary, EFSA offers a range of benefits:
  • Various allowances to which the successful jobholder may be entitled, such as a household allowance, expatriation allowance (16% of basic salary), dependent child allowance and education allowance. The salary is subject to a Community tax deducted at source and staff members are exempt from national taxation.
  • Wide range of leaves (e.g. annual leave, parental leave, public holidays) and flexible working hours. Besides working in EFSA’s modern headquarter located in the heart of Parma, staff members are also offered the possibility to telework up to 50% of working time.

You must satisfy the following requirements on the closing date for submission of your application:
I. Eligibility criteria
1. General requirements
Be national of a Member State of the European Union, Iceland or Norway; 
Enjoy full rights as a citizen;
Have fulfilled any obligations imposed by laws concerning military service;
Be physically fit to perform the duties linked to the post;[1]
Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language;
Meet the character requirements for the duties involved.
2. Qualifications
A level of education which corresponds to completed university studies of at least three (3) years attested by a diploma.[2]
In case you do not fulfil all the eligibility criteria, your application will not be taken into consideration.

 II. Selection criteria

The following competencies will be assessed throughout the different phases of the selection procedure. Candidates are also expected to demonstrate effective communication in both spoken and written English as well as strong motivation for the position.
1. Technical competencies
i. Professional experience in evidence and data collection, validation and management, as well as statistical analysis of data, preferably gained in a scientific environment;

ii. Professional experience in defining data quality criteria and rules for data validation and assessment, contributing to the development of standards for data collection and related standard terminologies;

iii. Professional experience in the use of statistical programming languages such as R, SAS or Python and data format languages such as XML, RDF and JSON.

iv. Experience with cloud platforms;

The following is considered a plus:

v. Experience in managing scientific projects ensuring on-time delivery of project outputs;

vi. Experience in the collection and/or analysis of food safety related data.
