WHAT ARE THE SELECTION REQUIREMENTS

You must satisfy the following requirements on the closing date for submission of your application:

I. Eligibility criteria

1. General requirements

Be a national of a Member State of the European Union; 
Enjoy full rights as a citizen;
Have fulfilled any obligations imposed by law concerning military service;
Be physically fit to perform the duties linked to the post; [1]
Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language;
Meet the character requirements for the duties involved.

2. Qualifications

A level of education which corresponds to completed university studies of at least four (4) years attested by a diploma.
OR 

A level of education which corresponds to completed university studies attested by a diploma and an appropriate professional experience of at least one (1) year when the normal period of university education is at least three (3) years. [2]

3. Experience

Candidates must have, at the closing date for applications, professional experience of at least nine (9) years (in addition to the 1 year mentioned under 'Education') in a field relevant to this position. Out of the nine (9) years of professional experience mentioned above, at least six (6) years of proven professional experience must be in one or more similar positions (e.g. policy officer, institutional relations officer etc., preferably in an EU Agency/Institution or an advocacy/advisory body on EU matters [3]).

II. Selection criteria

1. Experience and knowledge 

i. University degree in a field related to the job (e.g. economics, political sciences, international or institutional relations, law);
ii. Proven experience in building, leading, and motivating teams (please indicate the duration and size of the teams you have managed); 
iii. Very good knowledge of the EU Institutions and their functioning, including the legislative procedures, and knowledge of the EU legal framework;
iv. Proven experience in defining and implementing rules of procedures, strategies and policies in a  body dealing with EU matters; 
v. Proven experience in advocacy;
vi. Knowledge of business and management principles, involved in strategic planning, resource allocation, leadership techniques and coordination of people and resources;
vii. Good command of French is a plus.

2. Competencies

viii. Ability to inspire and motivate team members to deliver high quality results while establishing and maintaining effective working relationships with people of different national and cultural backgrounds;
ix. Strong negotiation and persuasion skills with internal and external stakeholders in a multicultural and multilingual environment;
x. Political savvy and ability to act with diplomacy;
xi. Excellent command of both spoken and written English;
xii. Strong communication skills, including the ability to deliver complex messages in a clear fashion to different types of audiences;
xiii. Excellent ability to think analytically and innovatively;
xiv. Ability to convert ideas into practical results that optimise the efficiency and effectiveness of the SSO’s activities;
xv. Ability to maintain a high level of professional ethics and integrity;
xvi. Ability to work independently under minimum supervision.


[1] Before appointment, a successful candidate shall be medically examined by an institution’s medical officer in order to confirm that he/she fulfils the requirement of Article 28(e) of the Staff Regulations of the Officials of the European Union.

[2] Only qualifications issued by EU Member State authorities and qualifications recognised as equivalent by the relevant EU Member State authorities will be accepted. In instances where diplomas are obtained from a non-EU Member State, EFSA may request the candidate to provide a relevant document of comparability issued by a recognised authority.

[3] Professional experience shall be taken into account from the date on which the person fulfils the minimum qualifications for engagement. Any given period may be counted only once (in order to be calculated as eligible, years of studies or professional experience to be taken into account shall not overlap with other periods of studies or professional experience). Professional activities pursued part-time will be calculated pro-rata on the basis of the certified percentage of full-time hours worked. Remunerated PhDs acquired in a field relevant to the job description can be counted as professional experience up to 3 years. Paid traineeships are counted as working experience.
